Windows 7 32-bit can only use 3.5GB of RAM, but if you don't open dozens of windows, or compile graphics and videos, and if you don't have more than 4GB, you won't feel a relevant difference using 32 or 64-bit.
With Windows 7 32-bit, you can have your machine with 4GB, 8GB without problems, but you will have difficulty finding drivers.
The big problem today is with drivers. Many notebooks do not have all functions in 64-bit.
