It seems quite plausible that someone (if not more than one person) disliked the presence of the scouts and their leader. This is because the visitors' tent and belongings were rummaged through. There was also someone outside the tent at night. This cannot be ignored.
I, personally, have always believed that there was dissatisfaction with the presence of the scouts and their leader there. The problem with this theory is that the second house was just a shed, which today is apparently used as a restaurant, but at the time apparently had no residents, although Juan himself (the scout leader) mentioned that a woman in the second house had responded to his call in the blue light episode.
